After programming the power-up's abilities and incorporating large amounts of hidden areas accessible by the suit in-game, the developers might have realized the conflict of interest in giving the player the protective ability so frequently, and would have downgraded the suit. Having already programmed the extra abilities in, they could then put the stronger version of the suit in the game in key locations as a bonus. As far as this perception of down-graded flight powerups goes, it's apples to oranges. The Winged Cap in itself provides longer flight time than the Raccoon/Tanuki, but a more rigorous takeoff pattern. The Cape can be used to fly an infinite distance and has a longer-reaching attach than the Raccoon suit, but can't be used to turn around and is difficult to navigate upwards while flying. The Propeller hat isn't a flight ability at all so much as a jump enhancement with a particularly special ability that the others don't have: a second jump. |

More like floating, sort of like Mario and his Balloon Form or in the Bunny Hood (which both I would classify more as Floating then Flying). I do agree the Raccoon Tail and Cape were a close match up, and in the end its really a matter of taste, as well as how you prefer to fly, if you prefer easy elevation or distance. Other than that they both let you spin to attack, both could be used to float down, and both requires a running start to get off the ground. Granted the Raccoon Leaf had the advantage of the Power Wing and Tanuki Suit which were awesome, but down to basic Leaf vs Feather they are pretty evenly matched. I never liked the Winged Cape though, mostly because of the controls. It was a neat concept, but elevation was extremely difficult (for me anyway). It looked fine, I mean obviously it must have, Winged Mario is in the Nintendo Forum logo! The take-off didn't seem to give you much actual acceleration when you took off, especially when you were doing it at ground level, and it was Nintendo's start of giving all their items timers (not including the Balloon and Star as they were special exceptions), so you could really only enjoy the benefit for a short time and only when they wanted you to, which really wasn't often enough for you to learn the controls out of habit. They did this again in Mario Galaxy too to an extent, only giving you these really interesting items (Boo Mario, Bee Mario) but only in that level, in that mission, and it was so easy to lose it. And I admit in flying items, I don't regret not including the Flying Star, because it really was too similiar to the Winged Cap (although it worked better), but I should have put in the Bee Mushroom probabaly, although again, Bee Mario dances the line of Flying vs Floating as well, as your flight was very limited. |
