Might as well jump in on this. Waluigi is the only Mario character introduced in recent years I don't like. He just isn't needed. Wario has plenty of friends in Diamond City: Mona, Jimmy T., ect. As far as I can tell, Waluigi doesn't even exist, since I consider all sports and party games non-canon. And I understand that Nintendo wants to develop Luigi as a character and differentiate him from his brother, but giving him a rival just like Mario's isn't the way to do it.
On the other hand, the intro to Mario Power Tennis, group shots, and Strikers would've been a whole lot less awesome without him. He and Wario make for a great comedy team, too.

DKR racing guys suck, but Waluigi... he's so very different.

That is why he is not a sucky character. Not a great one either, but he can be funny if used correctly.

^^Unfortunately he's rarely ever used correctly. I'll give him credit for the Mario Golf and Tennis intros, but other than that his purpose is somewhat questionable.

the only way Waluigi can be noticed in the Nintendo world is to include him in more games, not just the racing/partying/sports games. He definetly should be in WarioWare, and not just for filling in holes and adding slight humor. I see great potential in Waluigi. I hate how everyone says that, "OH HE SUCKS CAUSE HE IS ONLY GOOD FOR THE CRAP GAMES." Stop it. You people all make Waluigi sad.

You're just as ridiculous as everyone else, kid. Waluigi is a filler character, and we all know this. You cannot make a fictional idiot sad, because at heart, he's still a fictional idiot.

And putting him in WarioWare would make no sense. Why? Because he doesn't even appear in games in which his 'brother' Wario stars. If Nintendo only sees Waluigi as filler, leave that to them. When they decide for themselves to up his pathetic status, we'll gladly give him another chance. For now, he only has 'fans' like you because you think it's cool to like underrated characters.
