To me, it just doesn't seem that Wario and Waluigi would team up very often. They're supposed to be completely opposite from the Mario Brothers when it comes to personality, right? Plus, Wario doesn't seem to be the kind of guy who would want to share his treasure with anyone, even his brother.

Waluigi doesn't suck, but he shouldn't be Wario's brother, Wario is a loner.

Waluigi should be the typical top-hat and cape villain, he already has the mustache. Picture him in the outfit twirling a cane.
