How do you press the small switch?

The Small Switch is an NCP... for some odd reason. "Talk" to it like you would any other NCP in a town.

You can't press it until you defeat the wikipedia, I believe.

Exactly what I said. Go defeat wikipedia in the game and then you'll be able to press the switch.
