So Valve releases a half-finished game with the promise of TF2 style free updates, then only just finishes the game a year later - and then immediately announces a basic mod as a full-priced sequel for the extra cash it will bring.
A dick move, but they can only pull it once.

1 character, 1 map, and maybe 10 zombies in that 1 map with promises of additional content being patched in
