Use the Flower Pods inside where the Deku Tree is to go to the VERY top, probably as you've been doing. Set the wind north (??) and fly over to the island where the N-Gallery is. Use one of the Pears to take over the seagulls. Fly the seagull straight into the switch.  "There are some who call me... Link?"  "Carpe Gaium Domesticum!" (Seize the Cucco!)
