Well, as far as I can tell, the Silver Arrows can be used to actually kill Ganon. The Light Arrows have only ever been used to subdue him.

Probably gameplay reasons. Silver Arrows were introduced as the way to kill Ganon because it seemed cool to have to bring down his defenses with your sword before killing him for real. Silver Arrows were probably used because they're traditional weapons in almost all fantasy settings for killing evil creatures.

The Light Arrows were introduced with Ocarina of Time, which is exactly the same game where the idea of finishing off Ganondorf with the Master Sword was introduced, because shooting things with arrows isn't as cool as just stabbing them in the face and/or chest. Light Arrows, functionally speaking, are there to fill the niche that the more emphasized Master Sword no longer fills.

Or maybe it's because Silver Arrows were too heavy.

I just say they changed it to light because silver had too many syllables.

^Nada, they wanted to make them use up your magic as an extra gameplay device. Silver Arrows are a holy artifact. Light arrows are an enchantment.
