Sounds like it works the way the rumored PS4-2 does, which is more of a "here's 4K and some other stuff" redo than a true upgrade. It'll probably be quite expensive, and without any true exclusives, I can't see it changing the mainstream market much. The rumors about being able to play 30FPS games at 60 might help a bit, but people probably didn't care much if they bought the One in the first place, and it won't necessarily work on all games. Tons of devs still haven't figured out that physics and the like shouldn't be tied to framerate.
Can't say I see the point. 4K TV adoption is still very low, as far as I can tell, and that means most consumers won't see a benefit unless they pay $600-$1,000 for these consoles and then another $600-$1,000 for the display. Then another $600 for the Oculus if that rumor is true. They're not going to sell much unless they're both playing the long game and hoping prices drop across the board.
