I just got a PS4 last year, and they say this.
Expect a PS5 by 2021.
PS4 "Entering end of life cycle" says Sony.

2021 is still 3 years to go and would be an 8-year release-to-next-console life cycle. For reference's sake that's actually longer than the first 3 consoles.
PS1: 1994/5-2000 (discontinued 2006)
PS2: 2000-2006 (discontinued 2013)
PS3: 2006-2013 (discontinued 2016/17)
PS4: 2013-2021 (discontinued ????)

I mean, it's coming on five years old. Plenty of people were/are expecting a PS5 announcement at this E3, so the only particularly surprising part of this announcement is that it might last until 2021.
That said, considering how they treated the PS2/3, I'd be very surprised of EoL for the PS4 doesn't significantly overlap with the PS5.

I haven't even joined that generation yet, but I will probably pick up Xbox One this Black Friday or next.
Now I know there's a reason you shouldn't blame others when you do something wrong, and that reason is: you might get caught and have to apologize to a bunch of dumb peasants.

I'm more interested in seeing if they try their hand at another hand held console to rival Nintendo, since the Vita's on its way out, or if they'll let Nintendo win the hand held market completely, and just stick to home consoles from now on.

I don't think they'll try making another dedicated handheld but I think they'll try to expand their Playstation Now/Remote Play ideas further somehow.

Yeah, the conventional corporate wisdom seems to be that dedicated handhelds don't have a future now that the schoolkid demographic is hooked on mobile games. It's hard to know if that's really true (Pokemon and what few games released on the Vita seemed to do well enough) or just the industry arbitrarily deciding things are dead again, but all that really matters in the short term is that the people making decisions seem to believe it.
Following what X-3 said with Now/Remote Play, it'd make a lot of sense for them to follow what Valve is doing with Steam Link and allow streaming to Android or to make some $100-$200 add-on that made Remote Play remotely (har har) usable.
